Administrative Citations, Hearings and Fines
The administrative citation process was established by the City Council as an alternative way to enforce some ordinances of the City Code. Administrative citations are generally issued for less serious violations. The most common violations include:
- Parking on city streets following a snowfall event of 2 inches or more
- Parking on city streets between 2 and 6 a.m., from Nov. 1 through April 1
- Lawn watering between noon and 5 p.m.
- Lawn watering on the wrong day (odd/even violation)
- Zoning ordinance
- Illegally dumping construction and/or landscaping materials in city streets
- Lawn maintenance/noxious weeds

The fine amounts vary by offense and should be handwritten on the front side of the citation. If you receive additional citations within one year, the fine doubles with each subsequent offense. Since administrative citations are issued for less serious violations, they do not appear on driving records or criminal histories.

To pay a fine for an administrative citation, simply mail a check or money order to:City of Woodbury8301 Valley Creek RoadWoodbury, MN 55125Checks should be payable to the City of Woodbury. Cash and check payments can also be made in person at Woodbury City Hall, between 8 a.m. and 4:30 p.m., Monday through Friday.
To contest an administrative citation, a request for an administrative hearing must be submitted in writing within seven days of receiving the citation.Administrative hearings are an informal way to dispute an administrative citation. The hearings take place at Woodbury City Hall. After requesting a hearing, the requestor's name will be placed on a list. Once eight to 10 requests are received, a date and time for a hearing will be established and notification will be mailed. The hearings are brief, requiring 5 to 15 minutes each, and are generally scheduled after 3 p.m. on weekdays. Failure to pay the fine or request a hearing within seven days of receiving the citation may result in the issuance of a criminal complaint, as authorized by law, and the violation shall be processed by the Washington County Court as provided for by Minnesota Statutes.
